This message is displayed whenever Package Control can not find any packages that are installable. The most common reason for this is an HTTP error.

The simplest method of installation is through the Sublime Text console. The console is accessed via the CTRL + ` shortcut or the View > Show Console menu.

In SublimeText go to Preferences -> Settings. In the opened file Preferences.sublime-settings remove Package Control from ignored_packages list.
